最近読んだ経産省の若手レポートに「これからはフォルダ型でなくて、ハッシュタグ型の帰属意識で」という主張がありました。特定の立場にとらわれることなく、プロジェクトベースで世の中の問題に関わる、というような意味で使っているようです。言葉の意味を私が完全に理解しているかわからず的外れのことを言っているかもしれませんが、私はこの手の言説に違和感があって、何故そう思うのかを言葉にしたいと思いました。

私の違和感の理由の１つは、ハッシュタグのような意識で取り組んでは成り立たない重要な社会機能が多数あるのを無視していることです。ハッシュタグ感覚で医療を提供する、ハッシュタグ感覚で国防を提供する、そんな社会があるでしょうか。我々には大変な立場におかれた他人に特定の役割を強いる権利はありませんが、大変な立場にいながら仕事をまっとうしてくれる人のおかげで社会が回っているのは、昨今のコロナウイルスへの対応を見ても間違いないと思います。感染症の対応をしてくれる医療関係者もいます。災害時の対応をしてくれるインフラ会社の人もいます。戦地に赴いた人もいます。私が想像できないだけで、重い責任や経験を抱えている人はたくさんいるんだと思います。世の中は Youtuber とインフルエンサーだけで回っているわけではないので、「ハッシュタグ感覚で仕事をしよう」みたいなことを言ってしまうのは、あまりにも軽薄ではないでしょうか。

「社会機能」に加えて、世の中にはハッシュタグ的な「立場」もあると思います。しかし万人がそのような働き方ができるかと言えば、そうでもないのは明白です。例えば私はやったことはないですが、コンサルタント・投資家・社外取締役などはハッシュタグ型だと想像します。一方でハッシュタグ型の関わり方ができるのは、オーナーシップを持ってる人、事業であればその事業に腹を括って取り組む人が存在するからだと思います。資本関係のオーナーシップという意味ではなく（それも必要でしょうが）、事業に対する思い入れや責任を持つ人が最重要だということです。コンサルタントや投資家にとっては 10 の会社のうちの 1 つでも、実際にやってる人が背負うものは 1 分の 1 で、それをハッシュタグとは呼ぶのは軽すぎるんじゃないでしょうか。ハッシュタグ的に仕事に関われることは私は恵まれたことだと思います。恵まれている人に対して、卑屈になれとか、それを隠せなどとは言いません。しかし経産省のスタディグループに入るような面々（賢くて、機会や経験に恵まれた若者なのだと思います）が「ハッシュタグはこれからのニューノーマル！」と言ってしまうのは、少しばかり恥ずかしい感じを受けます。

少しポエムを書くと、私はテーマを持っている人が好きで、そういう人が増えた方が面白い社会になると思います。私は研究をしているので、良いテーマを持つことの難しさを自分なりにわかっているつもりです。自分でテーマを持つことは、割に合わないことが多いんですよね。人に理解されないことも多いですし、自分でその面白さを説明できないといけません。だから世の中がハッシュタグ的にどこかにある他人のテーマにタダ乗りしよう、みたいになるのは必然だと思います。人は易きに流れます。Millennium Development Goals にハッシュタグ的に関わった方が、自分のテーマを持って全力を尽くすよりも楽じゃないですか。そのテーマが大事だってことは、国連とかが決めてくれるんです。偉い誰かと同じことを言ってるので賢そうに聞こえますし、間違っていても自分のアイデアではないからという言い訳が用意されています。アイデアを出せない自分の無力さに向き合う必要もありません。数年後に Sustainable Development Goals と名前が変わったら、自分もハッシュタグを変えるだけなのでお手軽だと思います。「テーマがある」と「フォルダ型、ハッシュタグ型」は違う性質の話だと思いますので、自分なりのテーマを持ち、ハッシュタグ型の取り組み方をすることも可能だと思います。その点を否定するものではないものの、私は自分の一貫したテーマがある人が魅力的だと思いますので、何型であれそういう人と一緒に仕事をしたいです。

関連したところで、同じ資料の他の項目で提案されてる「真理探究志向の研究→社会変化までの研究」という提案も、根底に似たようなメンタリティを感じます。これは「研究は社会の役に立つべきか」という文脈で、様々な研究者が語っているテーマです。理想的には「社会」と呼ばれる多数決での承認がなくても、自分のテーマを掲げられる若者が育つ社会になって欲しいと私は思っています。また、それはハッシュタグのように付かず離れずの烏合の衆で群れることの対極にあると考えています。0 か 1 かのような極端なものではないでしょうが、世の中がどういったものを目指すのかというビジョンならば、尖ったものを評価できる社会を提示して欲しいと考えています。
