ふと、優秀な若手公務員が民間に流れているというニュースを見ての感想です。僕は日本の国家公務員の友人に一目置いているというか、優秀で人として尊敬できる人が多いと思っています。アメリカに留学してたころ知り合った国家公務員の友人から良い印象を受けましたし（特に 10 年滞在したボストンでは毎年国からの留学生が多数いました）、日本の中央にこういう人たちがいることに安心したものです。一方で、個人の選択としてもっと良い職場を探すならそうして欲しいし、彼ら彼女らはどこへ行っても結果を出すので、日本社会のためになると思います。
この時期に思い出すのは、2011 年の東北の震災のときのことです。ボストン在住の日本人で集まって何かやれることをやろうと話しましたよね。最初のミーティングを開く際に私がメーリングリストに連絡した経緯で、何だかまとめ役のような感じになり、人の動きが少しですが見えるようになりました。いろんな人がいろんなことを言って、全く前に進みませんでした。グループ名がどうとか、ロゴがどうとか、（私は本質的じゃないと思うことに）時間が費やされて議論は混乱しました。そうこうしているうちにリーダーシップを発揮できる人は、自分で素早く行動を起こしました。ハーバードや MIT に留学する人はリーダーシップの権化ですし、かつ専門性も高いので、ミスターサタンとベジータがいるようなものです。そういう人たちが組めば物事が起こります。みんなで何かやろうという枠組みを待つ必要などない人たちです。心から頼もしいです。
自律的に動く人がいる一方で、一方で世の中の全員が全員そうではないのも事実だと思います。誰もが MBA プログラムに通うリーダーシップは有しませんし、医師のような専門性もありません。でもみんなが「何かしたい」「何かしなくては」と思う気持ちがあって、しかし混乱して空回りすることもある。そして何が起こったかといえば、「ウェブサイトを英訳するべきではないか」と正論を述べる匿名メールや、「このロゴは縁起が悪いと俺が思うから変えろ」のような、不要不急の本質的ではない指摘を「誰か」が受け続けるような状況になりました。短期間ですが、その「誰か」になってみて、少しだけ自分の想像力が広がったように思います。朝起きると未読メールが 50 通くらいあって陰鬱とした気分になりました。そんなときにチームになって私に付き合ってくれたのは、研究者と国家公務員の友人が多かったです。研究者の友人は付き合いも長くて、まあこいつと一緒に叩かれてやるか、みたいな感じで助けてくれました。今でも感謝してます。 国家公務員の友人は責任感の強い人だったと思います。押しつけがましい感じはなかったですが、公的な仕事に従事する人としての使命感のようなものを持っていたと思います。「これはあり得んすね」とか私が愚痴を言うと「仕事みたいですね」と苦笑していたのを覚えています。
その真意を私は推し量ることしかできませんが、昨今のコロナウイルスへの対応への反応を見ていると、何だか想像もできる気がします。緊急時の際に、被災者の方、患者の方、家族の方が辛い状況におかれて、その状況を何とかしたいと多くの人が感じるのだと思います。全ての人が決定に対して各々の意見を持つ一方で、しかし全員を幸せにする決定などはあり得なくて、しかし不満を持つ人の気持ちを切り捨てるわけにもいかない。そういう立場で板挟みになっている人は誰でしょうか。既に指摘されていることですが、日本でのコロナウイルスの広がりにより、最初に死者が出たケースは、対応した厚生労働省の職員の方の自死だったようです。（追記：私の事実誤認で、犠牲になったのは警察庁の方というご指摘を頂きました）
国家公務員の離職に話を戻すと、今の日本で国家公務員を進路に選ぶ人は、志の高い人が多いのではないのかな。他に高給の選択肢もあっただろうに、そこで国家公務員を選ぶ時点で意志があるのだと思います。そういう人の選択に敬意を払わず、その志を挫くような労働環境ならば、国としての損失です。自分の会社や研究室やチームなら、良い人に入って欲しいし、続けやすい環境を作ることに異論はないかと思います。国家公務員を上級国民だなんだと揶揄する風潮がありますが、彼ら彼女らの置かれた状況や苦労に対しての想像力が足りず、優秀な人が国のための仕事を選ばない状況を作ったら、苦しむのは国であり国民です。一方で友人らが大変に感じるなら離職して、もっと良い労働環境を探して欲しいですね。構造的な問題で、個人が責任を感じたり抱え込むことではないとも思います。
