そんな同窓会ウイークでしたが，ケニア人の元同僚と久しぶりに再会して面白かったことです．彼はナイロビの大学で研究室を主宰しながらアメリカの大学で博士号を取っていたのですが，ポスドクを終えてそのままアメリカで教職を得ることになったようです．[ref] 詳しく聞かなかったけど，どうやって両立するのでしょうかね．そう言えば別の知り合いにも，バングラデシュで大学の助教授レベルで，日本の大学の博士課程で研究してる人もいるようなので，大学システムも国によって大きく異なるのでしょう．[/ref] 最近ちょうど色んな縁があって，ケニアのジョモ・ケニヤッタ農業工業大学 (JKUAT) について調べていたこともあり，自分にはタイムリーな話題でした．JKUAT というと，日本の援助を受けて大学のプログラムの一部が立ち上がり，現在も日本との繋がりが強い大学と言うことです．軽い感じで「僕も JKUAT の教員になれるかなあ」みたいフリから始まって，ケニアの大学事情，先進国からの援助の話，JICAの話まで，いろんな話が広がって面白かったです．

私は普段はブログでやや皮肉を込めた，斜に構えたスタイルを貫いていますが，これは和製英語で言うポジショントークというやつです．実際のところは素直で優しい青年になりたいと思っていますので，今日は印象に残った，日本人が元気になれるような話をいくつか書きたいと思います．以下，箇条書きですが，JICA の日本人が素晴らしい貢献をして，愛されてるんだな，と思わせる話でした．

  • 日本人はケニアでとても尊敬されてる．我々が飲料水を得られるのは JICA のおかげ．

  • 最近は中国人がアフリカに入って影響力が強いけど，成功の１つの理由は，アジアの文化にあるのだろう．年長者を敬う文化，それはケニアやアフリカでも尊重されてることだ．
  • ケニアで大学を出た後に，日本で博士課程に行こうかと思ったけど，やっぱり短い時間で日本語を勉強するのは難しかっただろうね．（彼はアメリカでの博士課程に進学しました．）

追記：友人の述べた JICA のプロジェクトに関して，日本の貢献についての誤解があるかもしれない，と言う指摘を頂きました．具体的には「各家庭に水タンクを配るという援助は，日本のNGOが行なった可能性はあっても，通常、日本の政府開発援助では行なわないはずである．一方で，既にタンクを持っている家庭のある地域で，住民が水道プロジェクトに積極的になることは十分考えられる．日本政府及び JICA が水道プロジェクトの対象地域を選ぶ際に，上記の考慮があったかはわからないが，その点についてケニア人の友人は好意的に解釈をしてくれたのではないか」というご指摘でした．私も友人も理系の研究者で，ケニアの援助開発の歴史や日本の関わり方について専門的な理解はありませんでしたので，このような事実関係についてのご指摘を頂けると，大変勉強になります．どうもありがとうございました．

思い出せる限りですが，こんな話をしていました．彼はケニアのスーパーエリートでしょうから，ケニア人の大衆的な視点とは異なるかもしれませんし，もちろん日本人の友人で同僚だった僕に対するリップサービスもあったのかもしれません．しかしそうは言っても，JICA が尊敬されているとこんなにも繰り返し言われたのは初めてでした．日本人が成し遂げてきたことを評価されるのは，自分が何をしたわけでもないのに率直に嬉しいと思いましたし，誇らしい気持ちになりました．ちなみに周りにはアメリカ系，ヨーロッパ系の白人の友人もいたのですが，とりわけ人種に関して言葉をオブラートに包まない語り口は，本音が聞こえてくるようで面白かったです．もちろんそこにいた我々は，何年も一緒に働いた上での信頼関係があるからこそ，politically correctness を無視して話ができていたのだと思います．また，彼の本音は本音として，一方で少しでも公平を期すために追記ですが，日本人で様々な国際機関で働いている友人や諸先輩方の文章などを拝見すると，国際機関の中にいる方も，大きな組織とローカルの分断について問題意識を持っている場合が多いのだな，と感じます．

ところで最近よくあるグローバル人材という話に落とし込むと，この JICA の飲料水プロジェクトに関わった人は，まさに現代の日本が求めている資質を持っていたのか，あるいはそのような資質をプロジェクトを遂行させながら身につけたんじゃないかと思うのです．週刊ダイヤモンドに散見されそうな表現を借りれば，

  • 現地のリーダーとして，文化の異なる現地人をマネジメントした
  • 現地のニーズを理解していた
  • 現地の人に問題を理解させ，オーナーシップを持たせた
  • 結果，海外現地でのプロジェクトを成功させた
  • プロジェクトが終わった今でも，現地で信頼されている

と言ったことです．このプロジェクトが何年前，何十年前のものだったかはわかりませんが，昨今のようにグローバル人材などという言葉もない時代だったのでしょう．おそらく日本で育って，日本で教育を受けた，いわゆる普通の日本人がこのようなプロジェクトに関わり，成功に導いたのだと思います．僕はそれが本当に本当に素晴らしいことだと思うし，日本人として誇らしいです．そして，こういう話を聞くと，じゃあ結局のところ「グローバル人材」を育てる教育って何なのだろう，という疑問を持ちます．

似た話で思い浮かぶのは「柔道の世界での広がり」です．現在国際柔道連盟には200ヶ国が参加しており，これはサッカーの FIFA に次ぐ第２位の大きさです．日本で体系化されたスポーツが世界中でこれだけ広がっているという事実は知られていませんし，そのプロセスにどのような苦労があったかも知られていません．私の理解は極めて限定的ではありますが，以前出場した柔道大会で，その一端を垣間みることができました．ニューヨークで出場した第45回米国東海岸柔道大会で，１人の日本人の先生にお会いしたのですが，その先生は当時74歳、22歳で日本の大学を卒業し渡米、以来52年間現地で柔道を教えていたそうです。45年前の第１回から，毎年この大会の開催に尽力されてきたということです．この先生に初めてお会いしたのは数年前でしたが、以来こういう生き方もあるんだと感服しました．僕が出場した45回目の大会は，その先生が企画される最後の大会でもあったとのことです．試合があればそれを目指し道場に人が集まり，道場に人が集まれば練習ができるようになる，そのポジティブなサイクルを45年間提供し続けて，この先生の柔道の普及に対する貢献がどれだけのものなのか，僕には想像も及びません．時代の流れに順応するスキルも役に立ちますが、同じ事を継続できることに対して，畏敬の念を持ちました．決して大々的に取り上げられることはないのでしょうが，このような日本人が世界に何人も何百人もいて，その積み重ねによって，現在の柔道の世界規模での広がりがあることを確信しています．彼ら彼女らは，まぎれもないグローバル人材でしょう．先日，アメリカで大変尊敬された日本人女性柔道家が100歳で逝去したのですが，アメリカの柔道コミュニティーでは大きな話題となりました．

JICA のプロジェクトや柔道の普及に限らずとも，様々なローカルな場面で，過去に試行錯誤して，現地の人と信頼関係を作り，各々の活動をしてきた日本人がいることに疑いはありません．そして，そのローカルなケースの積み重ねがグローバルを形作り，それが今の日本人の世界での評判に繋がっているのだと思います．

疑問を繰り返しますが，「グローバル人材」を育てる教育や，「グローバル人材」が育つ経験って何なのでしょうか．おそらく，近年まで言葉にもなってこなかったことでしょうし，そもそも言語化しづらいことなのでしょう．この疑問に対する，体系的なノウハウや知識の蓄積がない日本では，自国の先行き不安と相まって，それらは自分たちがこれまで持っていなかった資質なのではないかと焦り，国外に答えを探してしまうのかもしれません．成功しているように見える他国に目を向けるのは，良くも悪くも150年くらい続く日本のパターンでしょうか．とりわけ近年の日本の「意識の高いクラスタ」を見ていると，アメリカの大学Aは答えを持っている，会社Bでは答えが見つかると，極端なまでに外部に教えを乞おうとしているように見えます．でも，世の中にそんな都合の良い，簡単な話はないことは，イソップ童話や日本昔話を聞かされた子どもの方がよく知ってるでしょう．[ref] 素直で優しい青年になりたいと思っていたのにも関わらず，いつもの皮肉を込めた調子に戻ってしまいました．人が変わるのは難しいですね．笑 [/ref]
