最近のニュースで気になったこと，TOEFLを大学入試に導入するということが提言されているようですね．自分が最後にTOEFLを受けたのは10年ほど前で，多少の形式は変わっているものの，TOEFL自体はただの英語のテストで，導入したからグローバル人材が生まれる魔法のテストではありません．１つの証拠として，僕はアメリカの大学院入学のTOEFLのスコアはテストで取りましたが，グローバル人材にはなっていません．いきなり上記の提言をした遠藤利明議員の目論みが外れる反例が見つかってしまいました．[ref] ところで，上記の報道で言われるグローバル人材が何を指すのか私はわかっていませんが，おそらくそれが指すもののサブセットである「英語が話せる人」という程度の意味合いでも，TOEFLはそれを保証するものではないような気がします．また，TOEFLの基準点を取るための勉強のおかげで英語が話せるようになった人は思い浮かびません．英語が話せるのは，長年にわたる勉強と慣れによるものです． [/ref]

私が大上段から言うことでもないですが，「どんなテストを用いるか」ではなく，「高校や大学卒業の水準として何を達成しているべきか」という議論があった上で，「それをどのようにして測るか」といった話があり，それで「TOEFLというテストのどういったところが，それらを測るのに相応しい，だから採用するべきだ」と話が進むべきなのでしょう．当然議論されていることなんでしょうが，インターネットや新聞などの情報からは，途中の議論が全く見えませんでしたので，どんな議論があったのかは気になります．

ところで「このような議論を見ると思うこと」が今回の主題です．教育に何らかの形で携わる大人が，これからの学生や子どもに「提言」や「指導」をする際に「まず自分たちが当事者となる枠組みを変えよう」という意識がない場合が多くないでしょうか．「グローバル人材」を議論している大人のほとんどが「グローバル人材」でないにも関わらず，まず自分たちに関わる制度，資格，基準の変更などは行われず，学生を含めた若い世代をどうするかという議論に終始しているから，全く説得力がないのです．教育は若い世代のためだけのものなのか，と聞かれれば私は違うと思います．それだけに時間をかけて許されるのは若い世代の特権ですが，教育自体は生涯にわたって必要なプロセスです．[ref] そういう意味で楽天の英語公用語化というのは，新聞記事などを読む限りでは，現在の管理職にも同様かそれ以上のの基準が課されているようで，少なくともその点では筋が通っていると感じました． [/ref]

例えばゆとり教育という政策を振り返れば，当事者意識のなかったものにも思えます．Wikipedia によると「知識重視型の教育方針を詰め込み教育であるとして学習時間と内容を減らし、経験重視型の教育方針をもって、ゆとりある学校をめざした教育」ということですが，当時の文科省が「ゆとりある状況」に本当に価値を見い出していたのでしょうか．自分たちがゆとりを持つことの有用性を信じられていないのに，子どもにはそれを試すのはおかしな話ではないでしょうか．もし「ゆとり」に価値があると思うなら，まずは自分たちから実践しようという話になっても良いでしょう．外から見ていると，日本の友人，特に省庁勤務の友人の，不当なまでの勤務時間の長さを本当に気の毒に思います．まず変えるべきは，当事者である自分たちの組織のゆとりではなかったのでしょうか．そのような動きが見えれば，「文科省が「ゆとり」に価値があると信じていること」が信じられるのだと思いますし，子どもをの教育を変えることにも説得力が出るのではないでしょうか．（もちろん１つの省庁の内部で何とかできる簡単な話ではなく，もっともっと多くの関係者を含む問題なのはわかっているつもりです．簡単に言うな，という指摘があれば，それはごもっともだと思いますが．）

今回のTOEFLの件に関してもそうで，影響を受けるのはこれから大学に入る世代に限られます．もし英語を話せることが日本人として本当に必要で，TOEFLがそれを測る尺度として正しいと自民党の皆さんが信じるなら，まずは自分たちがそれを実践しませんか．TOEFLが基準点以上なければ自民党の公認を得て選挙に出馬できないという内規を作ったらどうでしょう．国民の視点から見ると，自分の言葉でしっかりと説得力のある議論ができず，国際的なバランス感覚もなく，外国人の前で自分の意見も言えずにニヤニヤヘラヘラして，あまり聡明ではない方が日本国の代表となって諸外国とのやり取りの場に立って欲しくはありません．私見ですが，もし，TOEFLの点数が国際的なコミュニケーションの能力を測る指標として適切なのであれば，日本国の政治家全員に満点を求めて然るべきです．よろしくお願いします．

何かをやったというパフォーマンスとして，本当に価値があるかわからないことを押し付けられる世代はたまったものではありません．厳しい基準や経験を他人事のように下の世代に課すのではなくて，自分たちから実践するという態度を失わない大人でありたいものです．
